IMPORTANT NOTICE: On February 12, 2026, a federal district court vacated the new HSR form that took effect on February 10, 2025. On March 19, 2026, the U.S. Court of Appeals denied the Commission’s motion for a stay pending appeal. The Commission is now accepting HSR filings using the Form and Instructions that were in place before the February 10, 2025, effective date of the new rule. The relevant filing materials include:

- Please note that all filings must be submitted via Kiteworks. The PNO no longer accepts hard copy or DVD submissions. For more information, see Guidance for Electronic Submission of Filings.
- Filing Guidance: The below resources offer general guidance about the HSR Form. For guidance on whether and how to file in connection with a specific fact pattern, please email the PNO at HSRHelp@ftc.gov.
