Does sending an 803.5(a) notice letter to an acquired issuer’s general counsel via Federal Express (or a similar delivery service that provides confirmation of receipt) qualify as delivery via “certified or registered mail” or “hand delivery” for purposes of the 803.5(a) requirement?
