While a refiling may be submitted by DVD, the new DVD will replace the old one. Therefore, the refiling must contain all of the original attachments, in addition to updated and new material.

To Whom It May Concern:

 Please confirm that refiled HSR forms can be submitted by DVD. Also confirm that we do not need to resubmit previously submitted attachments, but that we only need to submit a new affidavit, certification, and form (to the extent there are updates, for example, to the Item 4 document logs), and any new Item 4 documents.
