The objections raised that "branding titles" will be too burdensome is not a fair arguement. The example explained to me is that states use different terms. This conundrum can simply be fixed not by "requiring" all states to use the same terms, as that would be impossible. The solution to this problem is simply to require that the dealer include on the sheet in the window that they identify the state and the branding that state has. It would also make sense to require that the branding for any state the car was sold in be on there. This will circumvent the quick resale of a car simply to sidestep the requirements. The consumer can simply research the "branding terms" for the specific state listed to know what that definition is. To those that would say researching is too burdensome; internet access is now available in almost every public library in the country.
