16 CFR Part 455 Used Motor Vehicle Trade Regulation Rule; Project No. P087604
The used car business has been and is a fairly "buyer beware" business for as long as it's existed. I believe it's long past time to "clean things up". Requiring used car dealers to provide a mandatory warranty is one method, but most used car dealers evade this by using the "as is" provisions in the law. Even new car dealers sometimes use this provision to place liability almost totally on the car manufacturers. A "true" description of the car's history should be required, and the dealers should be required to stand behind it, perhaps with a buyers option to undo the sale if the vehicle is not as described. Finally, car dealers seem to have very effective lobbyists that have managed to hamstring past efforts to "clean things up"
