16 CFR Part 305: Final Amendments to the Appliance Labeling Rule That Require Changes to the Existing Labeling Requirements for Lamp Products (Light Bulbs)
Many of the current labels on CFL packages contain ambient temperature information. One label says "Minimum starting temperature -20 degrees F." Another said that at zero degrees F, it may take as long as 5 minutes for this bulb to light. This information should be included on any new labels. Note that this limitation renders CFLs useless for many outdoor aplications (porch lights for instance) during winter in many parts of the country. At the present time, only incandescent lamps are available for these applications.
