From Town Criers to Bloggers: How Will Journalism Survive the Internet Age?
As a Canadian, I shouldn't have to remind you of the of the First Amendment. Amendment I "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances." Targeted taxation of electronic communications, devices, web sites, etc., in the name of "Reinventing Journalism", is in direct conflict with the first amendment.
