I have been a Certified member of Music Teachers National Association (MTNA) for 25 yrs. The FTC fulfills an important position in our government which I have valued. However, I find the proposed Consent Decree under consideration misunderstood, inappropriate, lacking in purpose and relevance. The specified requirements of compliance training for all national and state officers, disassociation with any other music organizations (we enjoy and learn from other organizations in a lowkey friendly correspondence--a very minimal thing), and the other requirements are unjust. MTNA Representatives and attorneys meeting with you have already agreed to strike the non-solicitation encouragement between teachers. That should be more than sufficient for FTC purposes. My Membership in MTNA also includes membership dues which I pay to Kansas Music Teachers Association and NorthEast Kansas Music Teachers Association. Our NEKMTA has a website on which any member teacher may voluntarily list her/his name, credentials, and contact information. So there is plenty of opportunity for students to choose a teacher of their choice. MTNA, my state organization of KMTA, and local NEKMTA have well thought out budgets which do not include expensive attorney fees for a court case nor extra funding for unjust, time-consuming restrictive requirements in the Consent Decree which is under consideration. I urge your NON-APPROVAL of the Consent Decree. Respectfully, Enid Hickman, National Certified Music Teacher
