I believe "Authority to pay" is too broad. I don't see how the rules should change once you die. If my spouse is not required to pay my debts when I'm alive, why should they expect that to change in my death. Have they taken any action that shoulders more responsibility? If the sphere of acquaintances that debt collectors are allowed to contact increases, it just allows debt collectors a wider gap through which to exploit misinformed people. The statement emphasizing that certain acts are already a violation is a vacuous piece of theater. It is already a violation of the FDCPA to mislead consumers about a personal obligation to debt. Restating this does nothing to further consumer protection. Restating this is either a mistake on the part of the author(s) of this statement of enforcement or is merely present to appear as a counter (or 'sunny side') to the consumer protections removed with this statement.
