Dear Ms. Han and Dr. Smith: In response to the FTC's invitation to comment on informational injuries, please find attached a manuscript recently published in the Journal of Economic Literature (Vol. 52, No. 2, 2016; also Sloan Foundation Economics Research Paper No. 2580411) by Curtis R. Taylor, Liad Wagman, and Alessandro Acquisti. The manuscript presents an extensive review of the economic literature on privacy and provides several empirical and theoretical examples of economic trade-offs associated with privacy protection and personal data sharing, including examples of specific informational injuries (such as consumer costs or harm) associated with privacy invasions.
