Depending on who is doing the estimating, between 65 and 70 percent of all email sent is SPAM. Clearly the current set of rules is not sufficient. While my email services do a fair job of screening out SPAM, they are not 100% efficient, and so email that don't want gets sent to me consuming my cell-phone plans bandwidth, costing me money. Not that I expect a revision of the rules to improve things. After all, DoNotCall.gov fails miserably in keeping nuisance calls from coming to my cell-phone.
