The U.S. is the only first-world country that has not outlawed the practice of adding someone to a mailing list without first obtaining their express permission. Canada, the UK, and the EU all require prior permission. It would be a good thing for the US to require permission prior to emailing. Any reduction in spam is a wonderful thing for the admins running an email server, the disk space used on the server, and the end users who no longer have to spend time deleting or figuring out if it's safe to click the unsubscribe link.
