The FTC should issue a rule requiring all spam to have the subject line prefixed with "ADV:" so that consumers and ISPs can easily filter. This is similar to the requirement for the adult labeling. Spam filters may have advanced since 2003, but spam filters still require extensive computing power and network analysis. By requiring the label, it permits filters to implement simple, foolproof test to eliminate spam from the inboxes of people who do not have a desire to read spam. People who want spam, can program their filters to deliver spam to their inbox.
