Every single patient knows they can purchase contact lenses from the supplier of their choosing. To require the proposed documentation and storage of signed statements by patients will only drive up consumer costs as doctors must waste staff time and their own time to comply with the proposed rules, and time costs money - money that will be charged to patients in the form of higher service fees. FTC should focus its efforts on prosecution of abusive sales practices of online lens sellers in particular who care only about selling product, and not patient health. Contact lenses are prescription-only devices for very good reason as any practitioner has seen countless cases of infection and scarring from misuse of lenses.
