It would be a HUGE mistake to allow CarMax--or any other such car dealers--to advertise that cars with unrepaired safety recalls are "safe" and "repaired for safety." If the recall repairs have not been made, the car is not safe! Such vehicles can catch on fire, stall unexpectedly due to engine problems, not be able to stop because of brake issues, etc. People's lives are at stake! Not only car buyers, but also their passengers and others who share the roads. Safe means safe. A car is not safe when it still has safety recall defects that have not been repaired. I strongly urge the FTC not to allow dealers to falsely label the vehicles they are selling as "safe"!
