Warner brother's admitted to breaking the rules. The FTC commission then ruled that their punishment was that they had to follow the rules in the future. (This is according to my own limited understanding of reading the press release here https://www.ftc.gov/news-events/press-releases/2016/07/warner-bros-settl...) That is not actually a punishment, and even if the FTC never did anything at all that still would've been technically true (although there would have been less press about the issue.) I would like to see the FTC take a stronger stance towards enforcing it's own rules.
