Overall the regulations are nice in theory, but ineffective in practice. My observation that telemarketing and fraudulent calls have become much worse over time and that they simply circumvent the regulations (or enforcement of the regulations) by randomly spoofing the calling number and other mechanisms. This is easy to do using Skype or similar Voice Over Internet Protocol (VoIP) services. Furthermore, my impression is that many of these calls are being placed internationally to avoid US laws/enforcement. Personally I have found no relief by filing complaints. Given the volume of illegal calls, I am sure that it is unfeasible to dedicate someone to follow up. What is needed is better automation in addressing the illegal calling issue. I encourage the Commission to look harder at technical means of preventing or at least better enforcing current regulations. I would also encourage the Commission to lean on the service providers to find technical solutions to these problems. It should be explicitly be asked of the service providers to provide the Commission with how they are addressing these issues from a technical perspective. What equipment or software has been installed to address these issues? What R&D has been devoted to seek solutions to the illegal call problem? I do think it is time for new solutions for enforcement of the Do Not Call Registry. Simply new laws without addressing accountability mechanisms is not the answer.
