I am writing to support the divestiture and the restoration of an independent St. Luke's Hospital in Maumee, Ohio. I practice as an independent physician and have served on many committees at St. Luke's over the years. During those years, I was able to experience the high regard the Toledo metropolitan community held St. Luke's Hospital's patient focused care model that was inclusive of both independent and employed physicians. There was high healthcare provider morale, excellent patient engagement, professional collegiality, and a large sense of purpose to following the hospital's mission. I also was witness to the difficult time St. Luke's experienced based on anti-competitive insurance contracting forced upon St. Luke's and its providers. Although Promedica invested heavily in building up St. Luke's infrastructure, its strategic plan unfortunately resulted in driving good employees away, transferring them to more central facilities, alienating healthcare provider engagement, and causing a fundamental lack of confidence that the Promedica installed administrative staff had the best interests of the hospital at heart. The phoenix is rising and the anticipation of an independent era for St. Luke's is exciting. St Luke's Hospital and many of its independent healthcare core have shown themselves to consistently be high quality, more affordable providers based on recent 2015 Spotlight Health data. In addition, Many recent articles discussing the future of healthcare have touted the independent, physician-led & governed system as being the ideal model going forward, (Brill S.
