I am an attorney practicing in the area of consumer law. Buying a car from a dealership should give consumers greater comfort. However, if dealers can sell a a vehicle as "certified" and yet not have performed all applicable recalls any such comfort is wholly illusory. What are they "certifying"...that it's a used car? Any licensed dealer should be required to have performed all open recalls beforethat dealer should be allowed to sell s vehicle, certifiee or not, used or new. Consumers have a right to expect that buying from a dealer means something other than paying extra because a dealer simply has a license.
