I've been in practice for almost 8 years now. The verification system is a JOKE. As in I literally have gotten to the point that I laugh out loud a couple times a week when I ask patients how they have continued to get contacts supplied to them for the last 4 years without having a yearly exam. They're response every time is, "what do ya mean? I just ordered them online and they kept sending them to me." It's so easy for them they don't even know it's illegal. I had a patient come in one time with red eyes and she couldn't see. She brought her contact boxes in with her. It wasn't even close to what I prescribed. She changed the brand, the base curve, the powers, and multifocal power!! When I asked how, she said she just thought she try another type. Unreal! I still tell that story. I'd love to see the FTC actually make substantial changes to the system and ensure patient ocular health but I won't hold my breath since online retailers have way deeper pockets than us lowly doctors just trying to help our patients.
