The Fairness to Contact Lens Consumers Act may have some limited validity in spirit, but in reality, many retailers of contact lenses are able to abuse the system by dispensing lenses without actual verification of a valid prescription. In fact, there are many cases where either a modified, non-valid contact lens prescription is presented in lieu of a valid contact lens prescription, and contact lenses are still being dispensed by third party retailers. In addition, several websites allow uploading of blank images, which seems to bypass any verification check that a normal, reasonable person would find to be inadequate as proof of a valid contact lens prescription.
