As a doctor of optometry, I do not feel the current Contact Lens Rule has been a success. If anything, it has alienated our patients against practitioners. Because of lack of enforcement, patients are able to purchase more contact lenses than they can use in a year, thus allowing them to circumvent seeing their doctor almost indefinitely. Most doctors put an annual expiration on their prescription, but the patient can obtain another year's supply a day before the prescription is due to expire. Some CL retailers allow this to go on indefinitely. This situation is bad for both the patient and their doctor and needs to be remedied.
