Please do not pass this law for patient's safety! The pupillary distance measurement needs to be done by a trianed optician in person while a patient is purchasing glasses in the optical shop to insure glasses are made correctly and safely and not ordered online without the opticians instructions about different lens types and pd measuring ,the bifocal or trifocals distance etc while the patient is wearing the frame that fits his face and is the right size for his eyes shape and size. There are a lot of measurements needed for a pair of glasses to be made properly and providing the pd on the prescription gives the patient the wrong idea that if they just get the prescription and the pd and order glasses online they will get correct and safe glasses, which simply is not true!
