In the Matter of Carrot Neurotechnology, Inc., File No. 1423132
As a former science dean I am concerned that the FTC is making decisions regarding what constitutes good science when there are agencies such as the NSF and NIH specifically charged with such decisions using the standard of peer review. As a mathematician I know what constitutes "proof." Mathematics is essentially the only field where proof is forced on the participants. In other scientific studies, including double-blind studies, the effectiveness of a result is only probabilistic. Strong evidence can be obtained in more than one way. I fear that actions such as this one by the FTC will have the effect of discouraging scientists from pursuing innovative new techniques which could be helpful in medical applications.
