Tips are NOT included in the Uber fares. Uber should not be allowed to advertise ANYWHERE that tips are included, because they are not. If tips are included, then Uber is keeping them. And Uber should have to disclose to drivers before the driver accepts a ride, the # of miles to the pick up based on their location and pick up location, the minimum fare, based either on the minimum fare, OR based on the fare estimated by the app if the rider entered their destination AND MOST IMPORTANT OF ALL, Uber should at that time, before accepting the ride, Uber should have to disclose the estimated driver's pay for that fare. Because on a minimum $4 fare, a driver gets $2.40 and the driver pays their own gas etc. So when a driver drives 10 miles to pick up a fare that is only $4, then only gets $2.40 of it, and has to drive 10 miles back home, Uber is the only one making anything.
