I believe the crux of the problems being experienced with "sharing" services such as UBER or LYFT is the creation of a two tier system of licensing and regulation. If "sharing" services desire to provide services currently being provided by taxis and on-demand limousine services, they should be required to comply with the same regulatory requirements as the traditional providers. This should be enforced at all levels of Government.
