The fact that a consumer "initiates" a transaction by calling a phone number or clicking to a website for a "free" offer should in no way remove the obligation of the seller to fully disclose the terms of the offer and any conversions that would lead to future payments. To do otherwise is not only highly deceptive, but simply inane. It is an invitation to fraudulent marketing--as has well be demonstrated over recent years. Further, such a deceptive marketing practice is more likely to ensnare the poor, the less educated and the elderly who can least afford such deception. I strongly urge the commission to close this glaring loophole and require full disclose of any terms independent of who is said to initiate the contact. Please kerep me informed of the Commission's decisions.
