I believe that the TSR which is governed by the FTC and the FCC should be changed or modified. The rules that have been implemented were done so to protect the public from unethical telemarketing practices. But the rules went to far and have harmed honest and ethical businesses that are merely trying to conduct business. Businesses that use the telephone to arrange face-to-face sales calls should be exempt from the rules as 1)they are all conducted on a local level, not nationally, 2)they ask for no money over the phone whatsoever, 3)the phone call is strictly a means of securing an appointment with the consumer to view their products. The shear number of businesses this has effected is staggering and has dramatically affected the economy, jobs, and consumer spending. The FTC and the FCC should come together in agreement and modify these rules for face-to-face sales calls.
