1. Given the NSA's monitoring capabilities, how hard would it be to report to law enforcement -- in real time -- the name and address linked to every phone making over, say, 50 calls per hour? That kind of volume seems presumptively to indicate an autodialer -- or at least to bear further investigation. 2. People found guilty of violating the do-not-call and autodialer rules should be subject to incarceration and civil forfeiture of all their assets for a first offense -- at a minimum. I wouldn't rule out flogging for these scoundrels, for that matter. After the first violation, nothing less than capital punishment should be imposed. It would certainly cut down on recidivism. Please note that these penalties should be imposed on the "kingpins" owning and managing these pestilential enterprises as well as on the minimum wage nuisances actually making the phone calls. The current do-not-call list is entirely ineffective. The number of calls we've gotten just from "Rachel from Cardholder Services" is overwhelming, not to mention all the others. With all the monitoring of phone calls going on in this country, I can't believe we can't shut down blatant scam artists. It has gotten to the point where we don't answer our phone any more until we hear who's calling, and more and more of our friends and family are reporting the same thing. Why on earth should we be afraid of our own phones? Worse yet, this nonsense is increasingly turning up on our cell phones where, of course, we have to pay for the minutes! It's just mind-boggling that a government that's getting involved in more and more areas of our lives can't handle something as basic as letting us answer our phones without having to worry about being victimized by some sleazy scam artist. We need help!!!!
