I have registered all our numbers in the Do Not Call Register. The system is broken. We began receiving calls from a local number. I tried to use the telephone company's "Block Number" feature, but it would not work. I finally contacted the person who owned the number which was calling me to offer lower interest rates on my credit cards. The number was his office fax number that had been spoofed. He was upset, and asked me what to do. I had no answer. I am now receiving calls from Washington, DC, Bellingham, WA, and South Carolina with the same offers. Every time I ask the caller if they subscribe to it they hang up. I have asked to speak to a supervisor, the name of the company they work for, the name of the company on their paycheck. All I get is a click and a dead line.
