I would like to see HVAC Equipment Labels show the AHRI Certification number for the part. If you have a furnace, a coil and a compressor; AHRI certifies the efficiency of the combination. A dealer can show you a 17 SEER AC compressor and install it with a coil and furnace that AHRI has certified at a much lower SEER rating. The same goes for air source heat pumps; ground source heat pumps, and mini-split units. As a HERS Rater and Energy Auditor, I am regularly being told they bought the most efficient unit available - 'See, it says 17 right here' On the brand emblem.' Then I match the equipment and find it is actually close to the minimum. The other place this AHRI information should be, is on the proposal and the sales ticket from the HVAC dealer.
