I would like to thank the FTC for the opportunity to comment on this proposed rule. Unfortunately, the proposed modifications to current regulations do not reflect the path that many state regulators have agreed will best serve both consumers and industry. The FTC is encouraged to follow the wording as published in the 2014 edition of NIST Publication 16 (Agenda Items 232-6 and 237-9), which was crafted after much discussion and review from a broad base of stakeholders and through extensive efforts of the National Conference on Weights and Measures. WV State Code adopts yearly THE NCWM Handbook 130 that becomes the state regulation for, among other commodities, the method of sale, labeling requirements, and fuel quality standard for automotive engine fuels. I hope that the FTC and the NCWM are in agreement on this issue.
