MOV files are not responsive to 4(c).

MOV files are not responsive to 4(c), so just a note explaining why that appendix is omitted will be fine.

Kate and Nora,

Here’s a 4(c) issue I’ve never seen before: I’m submitting an info pack as a 4c/d document, which references an enclosed “Appendix E, marketing campaigns.”  Turns out the enclosures are actually MOV files – Quicktime movies.  They are entertaining, but (not surprisingly) don’t have any 4c substance.  Should I submit them on a CD, or just include a note explaining why Appendix E is omitted?
