The Operating Manual that is available here as a public record is currently under review. Many parts of the Operating Manual are outdated and no longer accurately reflect Commission practice. Much of the useful information in the operating manual has been incorporated elsewhere on FTC.gov. For example, information about the FTC’s organizational structure, procedures, and rules of practice is available at FTC Organization, Procedures and Rules of Practice. Information about the laws enforced or administered by the Commission is available at Statutes Enforced or Administered by the Commission.
The purpose of the Operating Manual was to provide guidance to staff regarding general FTC practice and procedure. The Operating Manual is not and never has been, however, a rule or statement of the Commission. It does not bind the FTC or create any rights, benefits, or defenses, substantive or procedural, that are enforceable by any party in any manner.
