To Whom it May Concern, This is to express my concern with the proposed regulations to implement Title V of the Gramm-Leach-Bliley Act of 1999. As a judicial judgment recovery specialist I fear we will lose a valuable and necessary source for locating witnesses and suspects. The clear intent of Congress was to provide "opt-out" sharing of personal financial information, NOT basic public information as names and addresses. If you deem this information "non-public" then only those wrongdoers and criminals will benefit. I urge you to define non-public personal information in the manner Congress intended.
