Children's Online Privacy Protection Rule -- Comment, P994504

The proposed rules usually require verifiable parental consent before an operator may collect personally identifiable information from children. The proposed rules go on to indicate that in some cases this consent may be obtained through on-line interaction with a parent.

Allowance should be made for parents who are less proficient than their children at using computers. This could be due to parents with limited education, limited access to computers, or physical handicaps. Therefore, operators should be either encouraged or required to provide a mechanism for providing consent that does not require the parent to use a computer.
