The Telephone Consumer Protection Act of 1991 was signed into law, in the United States, in an effort to put restrictions on auto dialing systems Since it is a non correcting problem, reverse charge the robo caller. If the person who receives the call records the calls and the time at which they received the call and makes a record of date and length of the call they can turn it over to a National Clearing House who or government agency who then invoices the ROBO caller @ $1 per second as a nuisance fee after the third call. The clearing house or government agency deducts a service fee and sends the person who submitted harassing robo call the remainder of the fee if any. Result, no more ROBO calls made in the name of any cause or person that would want wish to pay the cost of the fee.
