The Arizona Veterinary Medical Association (AzVMA) would like to go on record as opposing H.R. 1406, The Fairness to Pet Owners Act. Veterinarians in Arizona are already required to inform their clients that they can request a prescription to be filled at the pharmacy of their choice. The proposed law, requiring them to write a prescription even if the client chooses to have the veterinarian fill the prescription, adds an administrative burden and additional time for each client visit. In addition, AzVMA has serious concerns about the pharmacy licensees full understanding that cats and dogs and other animal species are not people. They have different physiological responses to medication s and can process dosages that often are higher than what pharmacists expect and see in people. We have received several reports of dosages being altered and substitutions of cheaper generic drugs, both of which have had severe consequences for animal patients. We believe that veterinarians are best able to counsel clients regarding prescriptions, including appropriate dosages, potential adverse affects and emergency procedures. Until and unless pharmacists receive appropriate training in veterinary pharmacology, AzVMA believes that veterinarians need to be consulted by pharmacists when filling veterinary prescriptions.
