The income veterinary hospitals have from prescription/prevention sales allows veterinarians to lower the cost of diagnostics/procedures/exam fees. If you take medication sales away then the cost of those procedures will only go up and owners may not afford to diagnose/treat their animals due to this. Also with prevention medications (flea/heartworm), a veterinarian or veterinary technician should be in communication with the owner about the many options out there and what will be best for owner compliance and best for the pet. There are also side effects from these medications that can be serious if used inappropriately (i.e. serious/fatal consequences for using a dog flea prevention on a cat)
