as a practicing veterinarian for over 10 years in multiple practices in 2 different states it has been common place and common practice in my work experience for the practices and collegues i have worked for and with to provide a written prescription for prescription medications for pets under our care. it is true that most clients choose to fill medications on site, but it was not unusual or unheard of for clients to request prescriptions be filled at appropriately liscensed and regulated veterinary clinics or pharmacies elsewhere. that is why i find it strange that there would be a need to implement, inforce, and expend public funds to insure clients have access to this option. i can only speak from personal experience but it has honestly never been an issue. please note that i made the distinction of "written prescriptions" due to the issue of digital cutting and pasting of signatures for falsification of prescriptions and other improper dispensing practices well documented over the years.
