As a Veterinarian soon to retire after the practice of Veterinary Medicine sine 1971, I trust that my comments will be percieved as unselfish. Veterinarians have traditionally relied on the income from the sale of medications to subsidize their cost in providing Veterinary care. Accordingly, surgical procedures such as sterilization of pets have been routinely priced very low and affordable to most all clients. If this proposal becomes law, the loss of income and increased cost of compliance will necessitate fees for veterinary services that will be out of reach for a large number of consumers. In the end, the cost to the consumer and taxpayer to pay for enforcement will negate any consumer savings.
