This letter concerns the matter of Tops Markets LLC, Morgan Stanley Capital Partners V U.S. Holdco LLC, and Penn Traffic Company.It is my understanding that there may be a ruling that Tops Markets will be forced to sell several of the P&C stores that they purchased,and cotinue to operate. One of those stores targeted is the P&C grocery store in Riverside Mall in Cortland N.Y. This store would be closed now if Tops Markets had not purchased it. Other businesses had the opportunity to buy it, but were not interested. The P&C store in Riverside Mall is the only grocery store on the East side of Cortland. It provides a much needed service, and reasonable prices to the residents of Cortland and the surrounding areas East and Southeast of the city. Many residents are able to walk to the store from the surruonding neighborhoods. This is a very positive thing for the environment, the traffic,the residents health, and as an incentive to live in the City of Cortland. It would be a great diservice to the the residents of Cortland to force Tops Makets to sell this store. I fear, as before, no business will purchase it, and residents will be forced to find their way across town to do their grocery shopping, while yet another building sets vacant in the city. The only unfair pratices I can see; are forcing Tops to sell this store, and making people drive or take a taxi (20 to 30 minutes each way) to buy their groceries in Cortlandville (more business for the new Super Walmart). I know that there are many who feel as I do, but feel helpless when it comes to effecting governmennt policy. It is my hope that the Federal Trade Commission is listening to the us, and will take into consideration our opinions concerning this action. Thank you. -Leon C. Hamilton
