You have taken a position that Tops Markets has created a marketing advantage by having 2 stores in Cortland and ordered the sale of the one at Riverside Plaza. This is the only store on that side of town and serves many elderly residents. Previously P & C had 2 stores in the area and that was acceptable so why can't Tops? Tops is not the major business market in terms of sales in Cortland but rather Price Chopper and soon to be Walmart's new supercenter. By ordering the sale you are risking many jobs in the area at a time when Cortland's unemployment is above 10%. How does that serve the area or the economy. It appears that an arbitrary decision was made with little thought or research done into what is best for the community and residents in the area. I strongly recommend that the position be changed and let free markets determine the business rather than government interference in free commerce.
