I have been denied my free annual credit report before by two reporting services through Annualcreditreport.com. The reason listed is that I received a report within the recent 12 months. In BOTH INSTANCES the companies listed dates 13 months earlier for my previous report. With all three reporting companies they lack clear and direct ways to get a hold of an actual person on the line to deal with such issues as the one detailed above. Annualcreditreport should be able to more clearly track your date of credit check and with which bureau. I have had many instances where I have had to re-fill out the application info due to errors in connection to bureau website display or being told I had recently (within 12 mos) received a report. (Again, those instances were cases where the report had been drawn 13 months previous).
