It is not the duty of the FTC to regulate free speech and freedom of communications in the USA. Their job is to regulate trade between the states within the USA. Regulation of the transmission and quailty of communications, is the job of the FCC. If any organization which provides public information, such as newspapers, radio, television, or cable is not profitable, then they should NOT be supported by the US Government, but should be allowed to fold, as with any institution or business. The Constitution does not give the government, thus FTC, the authority to get involved in any of these entities. The internet was developed by the people, for the people, and the government should leave it alone! We the people do not want intervention by the FTC in any public communication media!
