With all due respect, the federal government nor any agency thereof, has any business either propping up or tearing down any avenue of free speech in the USA. Taxing one avenue to pay for another witch is failing is wrong. Freeddom of the press in this country also means that any outlet which fails to meet the need s of it's consumers should fail. Fujrther the government should has no business training or indoctrinating journalists. The government cannot and should not attemmpt to control the press in any way. (see the U.S. constitution for instruction)
