The First Amendment guarantees "freedom of speech." ANY tax, levy, fee, etc that imposes a charge is a limitation on speech & thus restricts freedom of speech. Free speech should be regulated ONLY under the most severe of circumstances, such as issuing a threat against the life of an individual. ALL plans to tax free speech MUST be abandoned immediately.
