Sirs, You have no Constitutional authority to regulate anybody's speech and any attempt to do so would be in direct violation of the first amendment. The U.S. tax code is not supposed to be a weapon to punish behaviors that the administration in power just happens to not like. Any attempt to bypass the constitution to take your proposed actions would constitute a direct criminal action on your part.
