What part of the First Amendment do you not understand? “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press." Journalism is a deliverable product and if your product doesn't sell, you close the business. I'm sure that Fox News is not having any trouble financing their news because they deliver a good product. How about cutting NPR totally loose from any government support and let them stand on their own? If there is a demand for their content, then advertisers will step forward to fund them. If not, then so be it. I am totally against this proposal for government funding and control of the media, and will vote accordingly in November.
