Health Breach Notification Rulemaking

The person whose medical records have been accessed should receive an electronic notification (email) each and every time their records are being accessed. This information should state where the access occurred and at what time and date. There should also be an identifier consisting of person, place and time/date enbeded into the doccuments with each event upon being accessed. These measures would help to ensure that confidentiality and privacy were being upheld. We should be able to monitor when our records are being opened. If it were not possible to send an electronic notification, at the very least we should be able to get updates consisting of when our records were accessed with the identifiers included. Perhaps this would be something similar to the practice of requesting a free credit report bi-annually or annually. I support President Obama in his decision and agree that in an idealogical sense that this is an important policy. However after working in the medical field for years, I also realize that some will use this data base improperly. More safe guards need to be put into place to allow us to monitor our own records to guard against this. Thank you.
